I bought some peppermint oil the other day, and I've been putting just a tiny drop right on the bottom of my nose every morning, because it keeps me really fresh and alert all day. I don't want to use olive oil or anything that will make me break out, so is using just water okay? What about vitamin e oil or bio oil, or just regular moisturizer?Is it okay to just use water instead of a carrier oil to dilute essential oils?
the other oils you mentioned will do the job as desired. With so many choices of oils i.e jojoba, sunflower, carrot, almond, grapeseed, and more than I can think of at this point, you won't have to limit yourself or use water as a choice.

The oils will probably not be soluble in water, you could use alcohol for most oils though.
No, when you mix them with water the oils will just sit on the top because they are not water soluble.
