If it is a good clean source, like Aura Cacia, Wyndmere, Oshadhi, or Simpler's, and there are many more, then you'd probably be okay.
But I cannot stress the ImportancE of testing a small patch, maybe behind your ear, between your fingers or toes, or back of the knee, and seeing if you get even a slight reaction after 1 hour (because it would end up being 100 times worse if it were on your face).
One time, I tried a new brand of ylang ylang essential oils, and dabbed a drop behind each of my ears. I had done it dozens of times previously with the brands above but my chemistry with the new brand created a huge scaly rash behind each ear that were the size of coasters, it lasted for more than 10 days. Not cool.
Also, if you want a very light layer of oil on the face for an antioxidant or moisturizing benefit, then you could consider diluting the rose otto 50% with jojoba oil, which will be extremely light and also add some benefit of its own.
A note: I have heard that some women (not all) have experienced infertility due to handling fresh roses daily for their jobs. I don't know how true it is really, but I remember its a specific natural chemical in roses, and I figure its worth mentioning if you happen to experience such a thing. It doesn't seem to be permanent, by the way, just quit using the oil before you try to get pregnant, to be on the safe side.
I came across this site, which is very enthusiastic about the benefits of rose otto oil, and they list more than a dozen options for how to use it, but they all say Avoid Your Eyes.

I entirely disagree with what the other responders are saying. You should never use essential oil on your skin undiluted. Whether it's from a trustworthy company or not, it's still highly concentrated and essential oils are meant to be used in dilution.
Most of the time when you read that an oil is ';gentle';, it's in reference to using it in the air or in high dilution on the skin, not to using it in it's pure form.
If you're completely against using a carrier oil, then my suggestion is that you apply it to your clothes instead of your skin. Put a drop or two on your finger and dab it along the neckline and sleeves of your shirt, in a place where it either won't stain or is hidden and you won't mind if it stains. Applying it to fabric instead of skin will also make it last longer. You could also try applying it to your hair. Just make sure you wash your hands thoroughly after.
Rose like many essential oils are highly concentrated. I have only used it on wrist as a perfume. However I use a blend of pure essentials on my face everyday (which includes rose). When using oils a little goes a long way. IF you are going to put it on a larger area of skin or if you have never used it, you maybe want to test a small part in the case that you have an allergy.
I would use a carrier oil, but if you don't want to use one, make sure you don't have sensitive skin or allergies. You should be ok.
