It means that for every measurement of one, add the same of the other TIMES the number of parts.
For example: 1 part essential oil to 2 parts carrier means that if you add 1 ml essential oil, add 2 ml carrier.
for 10 mL of the right proportions (2 part is weaker than 1 part), use the following recipes. Essences must be mixed with oil because they can be harsh on the skin. So, if you can't measure to the .1 mL, you can estimate, but when in doubt, round down on the essences.
2 part carrier:
1.1 mL of each essence (or any combination to = about 3.3 ml),
and 6.7 ml of carrier oil (grape seed, etc)
1 part carrier:
1.7 mL of each essence (or any combination to = about 5 ml),
and 5 ml of carrier oil (grape seed, etc)
I think you need to simplify this or you will get totally confused. Use 10ml of base oil, divide the 10 by 2, giving you 5 of course. 5 is how many drops of essential oil to put in the base oil.
So 10ml = 5 drops, 20ml = 10 drops, 40ml = 20 drops.
Easy really.

If you want more info on uses and measurements of essntial oils, go into holland and barrett and ask. They will talk you thru it, and you could also buy books to consult at leisure.
Essential oils are potent and should never be used unless they have been dilated first, either in water, for a bath, or with a plain carrier oil, for massage. applying double the dose of essential oils does not mean you get twice the benefits: some oils in excess will make you feel nauseous, others are highly toxic. all of them are so powerful that they are measured in drops. always use essential oils properly, safely and for maximum benefit, always follow the instructions. When blending essential oils, first measure the carrier oil then the essential oil, mix well together. Different oils/carriers have different healing ingredients that's why we mix the oils together. some essential oils can cancel each other out, and some can clash. others help one another therapeutically: for example, chamomile's anti-inflammatory action is strenghtened by lavender. be careful when mixing at home. look out for aromatherapy books in shops or even charity shops, as it will tell you all you need to know about essential oils what they are made from and what to mix with to get the best results for you. It means if you use 1 drop of essence to 1 drop of oil for 1 part oil and for 2 parts oil it mean use 2 drops of oil to 1 drop of essence.

iF YOU USE 20 DROPS OF ESSENTIAL OILS YOU ADD THIS TO =2FL OZ OF CARRIER OIL
iF YOU USE 10 DROPS OF ESSENTIAL OIL YOU ADD THIS TO 1FL OZ OF CARRIER OIL
5 DROPS OF ESSENTIAL OIL YOU ADD THIS TO A HALFFL OZ OR YOU CAN DO IT ANOTHER WAY
20 DROPS = 60ML OR 10 TSP OF CARRIER OIL
10 DROPS = 30ML OR 5 TSP OF CARRIER OIL
5 DROPS = 15ML OR 2 %26amp; A HALF TSP OF CARRIER OIL
4 DROPS = 2 TSP OF CARRIER OIL

The carrier oil may be something like sweet almond or grape seed oil. Usually you add only drops of essential oils to 10mls of carrier oil.
eg. 1 drop of geranium and 2 drops of lavender to 10mls sweet almond oil
